This option is implemented in all modern browsers except Chrome (know nothing about Safari). This is a must have feature. Many ppl likes to click links with middle mouse button and follow the link right away. Ctrl+Shift+click forces u to use both hands. I think you should consider making a small research of how often ppl click on the link and then immediately manually focus opened tab, u'll find out that users loosing hundreds of hours because this unnecessary action (actually, implementing this is much faster than researching and talking here=). Chrome is not able to be the most user-friendly browser without this feature.
