Thank you for the detailed bug report.
Unfortunately, we cannot control when other apps try to come to the
foreground. It is
the window manager's responsibility to manage this. With some window
managers (as
comment #3 indicates, maybe kwin is one of them?) you can set this on a per-
application basis.
