This is a known issue. On Windows, we don't scan all the fonts to hunt down
fonts
supporting a script. It's a dupe of issue 2685. It's also possible to
add 'font scanning'
code without fixing issue 2685, but I think it's better to fix issue 2685
(The chance of
adding this to the webkit upstream has improved recently. I'll work with
the
upstream).
A (not-so-great) work-around is to set serif/sans-serif and monospace fonts
to the
Khmer font (you installed) in Options | 'Advanced' (?) | Fonts & Languages.
