Using our 193.0 dev candidate, Official Build 20299, I'm still seeing this
issue,
although to a lesser extent.
Though the new window is no longer created mostly off screen, it's still
not drawn 100%
on the screen (i.e. about an 1/8th of the screen is off the desktop, or
floating on the
other screen).
