New issue 16940 by [email protected]: Chrome doesn't handle network  
down/up cases

Platform:
   Hostname: RohMac-2.local
   Mac OS X Version 10.5.7 (Build 9J3050)
   Processor: 2 Intel 2.40 GHz
   RAM: 2048 MB

Chrome:
   Chrome version: 3.0.194.1  <<<Release>>>
   QuickTime Player: 7.6.2
   Flash Player: 10.0.22.87

What steps will reproduce the problem?
1. Start downloading of any big file and click on 'Show all downloads'.
2. Pull the network cable.
3. Plug in the network cable.

Expected result:
2.1 Chrome pauses the ongoing downloads.
3.1 Chrome resumes all downloads.

Actual result:
2.2 Chrome doesn't pause the downloads. (Download stops, but UI doesn't
changes the stats)
3.2 Chrome doesn't resume the downloads.
