The Linux timezone issues are separate from this one. They are issue 16800
and fixed
in trunk.
As for this issue, failure to update timezone changes without restarting
the browser,
we are compatible with Safari 4.0. This is also the behavior that Firefox
had up
until 3.5, so I don't think our current behavior poses a web compatibility
problem.
Working as intended unless there is an actual compatibility problem.
