To clarify comment 1, it's the opposite of erg's comment 4.
(A design doc to capture these decisions/behaviours would be good.)
I'm saying "if I dismiss the notification that N popups have been blocked
and then a
new popup is blocked, we should notify the user that there's a new
suppressed popup."
