You're overstating your case for point 2.  Users not only have to use  
multiple
monitors, they have to move windows fully on to them, close Chrome, remove  
one of the
monitors, and restart -- which I believe is an atypical usage pattern.   
Also, if the
removed monitor was to the right or below their remaining monitor, the  
window
titlebar will be on the remaining monitor anyway.

(Also, for #1, our old code only worked in a few simple situations, but I  
suspect the
majority of multimonitor users are in those situations, so that doesn't  
really affect
things.)
