throbbers only spin in one direction

It was engineering-intentional - we had to use an ico file for each frame
of the throb
for the Vista app frame (because we were using the native frame), and we
didn't want
to have to make and ship a kajillion ico files, especially as the 'waiting'
throbber
uses 5x more frames than the 'loading' throbber.
