That may probably mean that you are using two different libraries to create strings for these place holders. If this is true, one of these libraries, (one used for date) is not giving you the right result. Especially at Google, Hindi Numerals are not used in any of the product, so this library should return Roman Numerals for Date/Time kind of numbers Please talk to the library owner to fix the issue.
