Because /etc/fonts/conf.d/70-no-bitmaps.conf is enabled on Ubuntu 8.10  
Intrepid by
default, applications except for Chromium doesn't using bitmap fonts.
In my opinion, this behavior implies that WebKit on Linux interprets  
fontconfig
settings differently.

I'm remembering that my Firefox 3 on Ubuntu had been behaved similarly;  
when Arial or
Helvetica is specified on stylesheet, Firefox rendered it with bitmap fonts  
even if
they are disabled by fontconfig above. But, Firefox was started to use  
anti-aliased
font after I installed "msttcorefonts" package (
http://packages.ubunut.com/en/intrepid/msttcorefonts ) which includes Arial  
TrueType
font. However, Chromium didn't emulate this behavior.
