I can confirm this issue on ArchLinux i686 as well.

Im running 3.0.196.0. KDE 4.2.
command: google-chrome --proxy-server=proxy.wireless.rmit.edu.au:8080

Some https load incredibly slowly (e.g. student.urmc.rochester.edu, and  
this site) .
  Other just load a white page (mail.urmc.rochester.edu & chase.com).  It  
works well
if not behind a proxy.  The proxy I am using is my school's (RMIT)  
wireless. I am
having to switch to firefox for https pages.
