New issue 18497 by kpprom: "Use system title bar" does not work properly in  
NBR.

What steps will reproduce the problem?
1. Use Ubuntu Netbook Remix 9.04
2. Check the "use system title bar and borders" box


What is the expected result?
Tabs should move to the title bar, which in NBR lives on the panel,
maximizing screen space.  Or, at the least it should just have the title
bar in the panel.

What happens instead?
An extra title bar appears below the panel.

Please provide any additional information below. Attach a screenshot if
possible.

I'm kind of torn myself as to whether the tabs can or should go up into the
panel.  It would really help with screen space on netbooks.  However the
extra title bar makes no sense.  For those unfamiliar with NBR, I have also
attached a picture of Firefox(with some tweaking for screen space).
