What steps will reproduce the problem?
1. Turn on 'Choose file' button on html form
2. Select file with Cyrillic symbols in name


What is the expected result?
Html field (File) must contain value, such as it happened with ASCII
symbols


What happens instead?
HTML field (File) is empty
