Greetings. It appears that 3.0.196.2 still has this problem. Libtheora 1.1beta1 was released today, with a full 1.1 release coming very shortly, and virtually every file encoded with this and future versions will not decode in chrome. This is not a new feature in the Theora format, it's always been in the spec but 3qi was only used by the experimental encoder until now.
