Greetings. It appears that 3.0.196.2 still has this problem.  Libtheora  
1.1beta1 was
released today, with a full 1.1 release coming very shortly, and virtually  
every file
encoded with this and future versions will not decode in chrome. This is  
not a new
feature in the Theora format, it's always been in the spec but 3qi was only  
used by
the experimental encoder until now.

This is going to end up resulting in websites performing browser sniffing  
and
disabling video for chrome/advising users to use another browser.
