Stealing. I broke this when I landed infobars -- the fullscreen window is
making space for an infobar when it
shouldn't be. http://codereview.chromium.org/165014 will fix this.
Feel free to disable the new tab button anyways. Next/Prev tab would also
be good candidates. What does
windows do here?
