I am aware that you can get into this state in some special conditions. See
issue 18293
for more details on that.
However, if I start from a clean install on 3.0.197.11 and repeatedly
install/uninstall
adsweep, I don't get into a bad state. It keeps working fine.
So I think this bug is either invalid or a dupe of 18293.
