As it seems, majority of websites already use UTF-8 rather than 1-byte  
encodings; and
those that don't, usually don't use special characters of Western encoding,  
so it won't
hurt them.

and as I know there is anyway some "lightweight" auto-detection of encoding  
going on so
in special cases it will be overridden.
