Thanks for the report.

I succeeded to reproduce the issue on Windows Vista:

1. Right click the taskbar > Properties
2. Uncheck "Lock the taskbar", check "Auto-hide the taskbar", and  
check "Keep the taskbar on top of other windows"
3. Press OK
4. Start Chromium, make sure the taskbar is auto-hidden
5. Maximize the Chromium Window, make sure the taskbar is still hidden
6. Move the mouse cursor to the bottom of the screen and right click the  
taskbar
7. Select the "Lock the Taskbar"
8. Move the mouse cursor upward
    <<The taskbar is not auto-hidden for unknown reasons. The bottom part of  
the Chromium window is overlapping with the taskbar.>>
9. Hover over a link

Is this the same (or similar) as what you did? If so, I don't think it's  
chromium's issue.
