It becomes an issue when stderr collection is enabled in the test scripts.
It doesn't
fail now, but it's one of the problems blocking issue 4337 ("Layout tests
on Windows
don't collect stderr").
The best approach would be to re-enable stderr, then see what's needed to
make it work
cleanly. It may be that this blocker has been fixed.
