r23722 will be most user-visible on machines with moderate video cards and memory bandwidth (laptops, minis, etc.). I would expect it to have little or no effect on VMs or machines that are running completely headless. However, as I noted in that patch, I don't think it fixed the only scrolling performance problem--even on a fast machine with a fast video card, we scroll noticeably slower than Safari even after this patch.
