This appears to be caused by 'automatically detect settings' in my network  
settings -
turning it off causes the jank to immediately disappear (even if turned off  
in the
middle of a janky load). Turning it on again causes the UI jank to reappear  
immediately
(again, even if in the middle of an originally non-janky load).
