this is correct behavior. we do not add "tab to search" unless the url can
be completed
to "foo.com", which is true either if you explicitly type the ".com", or
the completion
code adds it from a prior visit.
a clean copy should not suggest "tab to search" to search on just "google"
(how do we
know it's a site that we can search?)
