What steps will reproduce the problem?
1. Have one active tab
2. Open a new tab that takes a while to load so that you can see the
spinner animation on the tab-strip
3. Switch back to the previous tab
4. Put the mouse over the inactive tab strip

What is the expected result?
No spinner flicker

What happens instead?
The spinner animation flickers
