We've got the 1x1 minimum hard-coded; it'd be easy to hard-code something  
larger.
WinChrome doesn't handle small sizes very well either.  Part of the problem  
is that
people occasionally (mostly in testing scenarios) want to make pages very  
narrow, and
I suppose there's no good reason to have the browser prevent that.

Maybe a reasonable minimum size is: 10px wide x (custom frame +  
tabstrip/toolbar
height) tall.
