Another way that reproduced the problem on Google Chrome 4.0.206.1  
(Official Build
25376):

1. Uninstall any previously installed Chrome, clearing browsing data at the  
same time
(don't know if it changes something).
2. Install Chrome dev channel and wait for it to display the first-launch  
window.
Don't forget to check "Optional: Help make Google Chrome better by  
automatically
sending usage statistics and crash reports to Google." on download page.
3. Don't import anything, don't create any shortcuts, make Chrome as  
default browser.
4. Open the Wrench menu: "Sync my bookmarks..." has disappeared.

What does feel strange however is that the "--enable-sync" option was  
already there
at first launch even if I had removed Chrome from my computer previously  
and I did
not launch it manually. Maybe a shortcut did that? I can't say.
