What steps will reproduce the problem?
1. Just visit the URLs. They have some html codes before <html>. They are
set to euc-kr in the <html> header, but Chromium failed to detect the
encoding. Many pages in the same site have this problem.

What is the expected result?
EUC-KR encoding should be detected.

What happens instead?
ISO-8859-1 detected.
