New issue 21960 by plee82: Empty cache fails when ran from New Tab Page

   Add OK or FAIL after other browsers where you have tested this issue:

What steps will reproduce the problem?
1. Open Google Chrome. Make sure it starts from the New Tab page
2. Ctrl+Shift+Del. Uncheck everything except "Emtpy Cache".
3. Select Everything from dropdown menu and Press "Clear Browsing Data"
4. Cache does not get deleted
5 . Repeat 2 and 3 from any other page(ie. www.google.com). Cache gets
deleted

What is the expected result?
Cache should get deleted

What happens instead?
Cache does not get deleted

possible.
