What steps will reproduce the problem?
1. Sometimes I have a blank strip in the bottom of the page.
2. If I press F5 to reload the page, this strip usually disappear

What is the expected result?

What happens instead?

Please provide any additional information below. Attach a screenshot if
possible.
You can see a screenshot attached. I think is related to the download bar.
This problems happens since the first beta of chrome, in stable, beta and  
dev
channel, in XP, Vista and Win7 machines.
Sometimes it is very annoying when I can't reload the page (a long video on
Youtube, ...).
