New issue 22216 by [email protected]: Two instances of Chrome shouldn't  
be running

Platform:
   Hostname: RohMac-2.local
   Mac OS X Version 10.5.8 (Build 9L30)
   Processor: 2 Intel 2.40 GHz
   RAM: 2048 MB

Chrome:
   Chrome version: 4.0.211.2  <<<Release>>>
   QuickTime Player: 7.6.2
   QuickTime PlayerX: <unknown>
   Flash Player: 10.0.32.18

What steps will reproduce the problem?
1. Copy Chrome to ~/Desktop. (Two Chrome on the machine)
2. Start Chrome A.
3. Start Chrome B.

Expected result:
3.1 When launching Chrome B, it prompts that already one Chrome instance is
running.

Actual result:
3.2 Both Chrome can be launched and run.
