New issue 23237 by rojabuck: Secondary monitor chrome window sizing  
incorrect.

Chrome Version       : 4.0.213.1 (Official Build 27053)
URLs (if applicable) : all (especially noticeable on flash sites like
http://www.bbc.co.uk/iplayer)
Other browsers tested:
   Add OK or FAIL after other browsers where you have tested this issue:
      Safari 4: OK (Win)
   Firefox 3.x: OK (Linux)
          IE 7: OK (Win)
          IE 8: OK (Win)

What steps will reproduce the problem?
1. 2 Monitors one large, one small
2. Open chrome on large screen, move to smaller screen and maximise
or
2. Open chrome and rip-off a tab, and place on other monitor

What is the expected result?
Should resize to the size of the monitor the window is currently appearing
within.

What happens instead?
The screen resizes relative to the screen from which it was originally
spawned.

Please provide any additional information below. Attach a screenshot if
possible.
