I did some hunting to see why Safari doesn't have this same problem. http://shiftedbits.org/2007/10/31/time- machine-exclusions/ points out that ~/Library/Caches is excluded by default. As a short term fix for your immediate problem, you can probably add ~/Library/Application Support/Google/Chrome/Default/Cache to the Time Machine exclusions list.
