This bugs me too. I don't think there should be a timeout at all. Check out this similar bug from Mozilla: https://bugzilla.mozilla.org/show_bug.cgi?id=395668 I like the design they ended up with. The tooltip stays until the user moves their mouse slightly to indicate that they've finished reading it. Also, you'll notice that in Chromium on Windows, the tooltips for the buttons and tabs at the top do not have timers, but the tooltips in the webpage do. On Linux, there is no timer, even for tooltips in the webpage. This is inconsistent anyway.
