This fixes the run loop's busy spinning - I'm working locally with r28745
backed out.
I don't know if it fixes the bug that occurs when you follow the steps at
the very top
of this bug, because I can't even get into Gmail in my debug build (even
without any
local changes). I'm building release now to test that out.
Given this fix, the busy spinning problem might still occur with nested
native loops
run outside of our own control. I'm going to think a bit about how to
resolve that.
Regardless, I don't think the fix I'm proposing here is risky at all, and
even if it
doesn't fix the bug as described above, it does fix Ivan's bug 24383.
