New issue 24701 by michael.monreal: Bookmark Manager menu capitalization

Chrome Version : 4.0.222.5 (Developer Build 28702)
OS + version : Linux

What steps will reproduce the problem?
1. go to bookmark manager
2. have a look at the organize and tools menus

=> the menus should respect GNOME HIG capitalization rules (the main window  
already
follows these rules)
=> in this case, the GNOME HIG calls for "header capitalization"
=> more info on [1]
=> summary of the needed changes:

• Organize
∘ Show in folder => Show in Folder
∘ Reorder by title => Reorder by Title

• Tools
∘ Import bookmarks... => Import Bookmarks...
∘ Export bookmarks... => Export Bookmarks...
