In the latest chromium builds of Chromium for Mac OS X, not only scrolling is not smooth, but scrolling inside the Chromium window also causes other windows to scroll too. Concretely, any window that lies behind (z-order) below the Chromium window whose rectangle fits within the (x,y) coordinates of the mouse will see the scroll events too.
