The problem seems to be that when Options/Basics/On startup/ is set
to "Restore the
pages that were open last" an not just opening the homepage, we force the
content to be
loaded from the cache instead of performing a regular revalidation (we set
net::LOAD_ONLY_FROM_CACHE).
This flag has precedence over anything stored by the cache (i.e. the "always
revalidate" set in the headers).
