I'm reopening this. We've decided that as popups are blocked my normal it's
more than
likely that if a user has a popup open they want it restored. The current
proposal is
to restore all popups as well as the last closed tabbed browser. This
covers the case
of the user closing a tabbed browser, then a popup, and then triggering
restore.
