I had the same issue even with the latest 4.0.221.6 and Windows 7. After  
checking the
installed programs I recognized both Java Runtime Environment & Java Update  
v16
installed. After removing the Java Runtime Environment, chrome started with  
Java
activated without problems. So the Runtime Environment did somehow blocked  
the plugin.
