Skia's arc drawing code won't draw an arc >= 360 degrees, so we draw an
oval instead.
However, this leaves the current drawing position in the wrong place, so
any lines
connected to the start or end point of the arc may be incorrectly placed.
This is probably best fixed in upstream WebKit.
