What steps will reproduce the problem?
1. Open a page that will scroll (digg, reddit, etc.)
2. Scroll (with scroll wheel on mouse)
3. Observe that Windows below also scroll
What is the expected result?
Windows below the browser that has the focus should not scroll in tandem
What happens instead?
Windows below the browser that has the focus do scroll in tandem
