My understanding was the if the web page wants to do stuff like this, it is  
allowed to
(except for the tab switching/creation/closing shortcuts). "Content, not  
Chrome". Users
can still use the menu item to enter chrome's fullscreen, and people savvy  
enough to
use keyboard shortcuts can probably understand that the webapp eats the key.

In windows, docs eats ctrl-b (which toggle the bookmark bar on windows) to  
bold text,
so WONTFIXing this bug is consistent with windows too.
