Also, should holding Cmd+Shift open in a new foreground tab?
What about holding just Shift to open in a new window? (Hmm.
Browser::GoBack()/GoForward() don't support this disposition. I wonder if
that's a
technical "limitation" of the implementation.)
What about in the drop-downs? (I'd probably handle that in a different CL.)
