I was just going to enter an issue for this...I agree, I don't normally use the "steppers", but have run into a few cases where I wished they were there. One example was earlier today: I was in Google docs paging down through a spreadsheet. I got to the point where I was almost to the data that I needed, and would have preferred to click the "down arrow" on the scrollbar to scroll by individual lines. I would rather do that than continue to page down with the scrollbar, or select a cell in the spreadsheet and use the arrow keys. I dunno, maybe there's a better way to handle it. I haven't used the Windows Chrome in awhile - are the arrows missing on that build, too?
