I think that doing the fix-ups in code is sleazy. Even for the ellipsis, although slightly less so. Are we sure that it's valid to do these sorts of transformations in all languages? Some languages don't even use our style of quotes. Presumably their translations just use <<the right quotes>> "for those languages."
