What steps will reproduce the problem?
1. Open a web page, then click a few links to generate history in the tab.
2. Press command-[ to go back, or command-] to go forward in the
history...

What is the expected result?
Expect to go backward or forward in the history.

What happens instead?
A new tab is opened instead!
