There is a general feeling that popups are secondary windows, and not
something you
generally want restored. To restore popups also complicated the following
use case.
Consider you have a tabbed browser and a popup. If you close the tabbed
browser then
the popup what do you expect to be restored?
Use of popups on Chrome is slightly different, enough so that we want to
handle them
differently. We're going to try this as Chrome OS for now, but it may be we
change it
on all platforms later on.
