So... this isn't isolated to BrowserActions. When the breakpoint hits,
you'll see that it
is in the process of building the whole toolbar (back&forward&etc, Omnibox,
Browser
Actions and the menus), even if we'll never use it.
Therefore, this bug should probably be increased in scope to not do all
this work for
browser types that don't need the full toolbar. I don't think it makes
sense to special
case this for BrowserActions.
