Aargh. The significant divergence in code path between mouse moves and exits is in RenderWidgetHost::ForwardMouseEvent() (in chrome/browser/renderer_host/render_widget_host.cc); if I push mouse exits the same way as mouse moves (and comment out a dcheck), then it works.
