FWIW, I barely noticed this change. When I click, it's usually to hit Ctrl-C, so I just hit Ctrl-A first without thinking about it. I always open new URLs in a new tab these days. On the other hand, I don't use PRIMARY much, so I'm indifferent. From what I've seen of Chrome's attitude toward user options (which I think is correct, as a developer of different software), the chance that this will become a user option is approximately 0.
